Application Requirements
All applications must be duly completed and submitted via https://ogisp.nuprc.gov.ng.
- Applicants shall submit the information and documents as listed under each category.
- Applicants shall provide correct and functional addresses (registered and operational), Directors’ names, Key staff, telephone numbers and e-mail at the time of submission.
- Subsequent change(s) to the registered or operational addresses must be promptly communicated to the Commission’s Chief Executive via the NUPRC official email (nuprc@nuprc.gov.ng) and shall attract a cost of five thousand naira (N 5,000)
Additional Requirements
Applicants shall in addition to the general requirements submit where applicable the following additional information and documentation –

- Payment does not guarantee the issuance of a Permits are issued only after applicants have fulfilled all documentation requirements.
Payment Validity Period
The validity period for payment for an application shall be 12 calendar months from the payment date.
Application will be deactivated if payments have expired i.e., when payment has lasted for more than 12 calendar months

Processing Of Applications

Processing Timelines by Permit Category
Processing timelines vary depending on the permit category and complexity of the services offered. Standard service permits may be processed faster, while specialised or high-risk operations, such as offshore or technical services, may require extended review periods. Companies should plan submissions accordingly.
Requests for Additional Information
Where information is incomplete, unclear, or requires verification, NUPRC may request additional documents or clarifications. Companies are expected to respond promptly to avoid delays in the review process. Failure to provide requested information can result in rejection or prolonged processing.
Application Return and Resubmission
Applications that do not meet regulatory standards may be returned for correction and resubmission. Companies should review feedback carefully, update documents accurately, and resubmit through the portal. Resubmissions must adhere to the original application guidelines.
Permit Issuance and Download
Once approved, the OGISP is issued electronically through the portal. Companies can download the permit for operational use and record-keeping. The permit specifies the validity period, scope of services, and any conditions or restrictions imposed by NUPRC. Companies must ensure that the permit is readily available for verification by upstream operators or regulatory authorities.
Change of Service and Permit Modification
Companies may need to modify their Oil and Gas Industry Service Permit (OGISP) to reflect changes in the scope of services, operational requirements, or organisational structure. Permit modifications are regulated to maintain accuracy and accountability in upstream service delivery.
Scope of Change of Service
Changes may include modifications to the type of services offered, addition or removal of service categories, changes in operational location, or adjustments to service capacity. Only changes that fall within the regulatory framework and do not affect permit eligibility are considered.
Applicable Fees by Category
Permit modifications attract fees based on the nature and extent of the change. The Ministry publishes a fee schedule for different modification categories, which may include administrative charges, processing fees, or additional statutory levies. Companies must ensure timely payment to initiate the modification process.
Regulatory Approval Process
All changes require formal approval from NUPRC. Companies must submit a modification request through the OGISP portal, including supporting documentation, justification for the change, and any relevant updated corporate or operational records. The request is reviewed to ensure compliance with statutory, technical, and safety standards before approval.
Limitations on Post-Submission Changes
Changes cannot be made after permit issuance without formal approval. Any unauthorised modifications, such as providing unapproved services or extending operational scope beyond the permit, are considered regulatory breaches. Companies must wait for official approval before implementing changes to remain compliant.
Categories Of Permits
General Category
This category covers minor supplies, works and maintenance services that do not require specialized or certified competences. A maximum of one (1) service can be selected from any service group.
Application under the General Category attracts a statutory fee of Five Thousand Naira (N5,000.00), and Service Charge of Five Hundred Naira (N500.00) making a total fee of Five Thousand Five Hundred Naira (N5,500.00) only.
